The collective agreement for PSAC members in the RCMP civilian members (CM) bargaining unit is now available. The agreement was ratified by members on May 29, 2025, and signed on July 30, 2025.
PSAC has signed an agreement with Treasury Board, bringing 600 civilian RCMP members to join the more than 120,000 existing PSAC members under Treasury Board representation.
PSAC and USJE members working at the RCMP have voted in favour of ratifying their tentative agreement. A nationwide ratification vote took place May 20-29.
Ratification kits and tentative collective agreements are now available for review. Members will have a chance to vote to either ratify or reject the tentative agreement. Virtual information sessions have been organized in both English and French so you can get more details and ask questions.

PSAC reached a tentative agreement with Treasury Board on transitional provisions for the RCMP Civilian Members (CMs).
Two federal public service unions who represent RCMP employees, including the Union of Safety and Justice Employees and CUPE 104, are urging Canada’s next federal government to think very carefully about the implications of a recent proposal by outgoing Prime Minister Justin Trudeau regarding the RCMP. Trudeau released a white paper earlier this week that contemplates having the RCMP fully withdraw from providing all policing services in provinces and territories where they serve, as well as Indigenous communities.
Negotiations to harmonize terms and conditions between Treasury Board and the bargaining team representing more than 700 RCMP Civilian Members continued in October, where PSAC presented a comprehensive proposal to protect key working provisions for CMs.
